What is constitutional ideology?

Constitutions are usually seen as sets of legal rules that organise political authority and guide institutional practice. But they do more than distribute powers or resolve disputes. Taken together, constitutional rules also reflect – and reinforce – a particular vision of political reality, shaping the boundaries of what counts as a plausible or legitimate constitutional argument.
