Ez azt jelenti, hogy a szuverenitás még mindig a politikai kulcsa. A szuverenitás azonban továbbra is megfoghatatlan és vitatott fogalom a társadalomtudományokban. A politikában az elutasítás, az elhanyagolás és a lelkesedés hullámait szenvedte el. A legerősebb modern koncepció mögött meghúzódó eredeti gondolathoz való visszatérés és azt övező rendkívül összetett vita tanulmányozása szükségessé válik, ha megfelelően akarjuk kezelni annak politikai hasznát és csökkenteni veszélyeit. Ebben az előadásban egy konkrét, a modern demokráciák kontextusában megoldatlan problémával foglalkozom, és egy új koncepciót javaslok - a keringési szuverenitást.

The notion of sovereignty has led and divided the West for the last 400 years. Arguably, there is no other political concept more central to the foundation and articulation of the modern state. It has a good chance of being the single most profound political innovation of the last 1000 years. 

This means that sovereignty still is the key to the political.However, sovereignty remains an elusive and contested concept in the social sciences. In politics is has suffered waves of rejection, neglect and enthusiasm. A return to the original thought behind this most powerful modern concept, and the study of the extremely complex discussion that followed its first enunciation, become necessary if we want to deal properly with its political uses and dangers. In this lecture I deal with one particular problem left unresolved in the context of modern democracies and I suggest a new concept - circulatory sovereignty.
