She is the Acting Secretary General of the ECT Secretariat. She has over 30 years of international work experience in the government, the private sector and international organisations - in particular, she has over 20 years of experience working at four international development financial institutions.

Most recently, Atsuko was the Secretary and the Director, Office of the Secretary at the International Fund for Agricultural Development (IFAD), a United Nations agency headquartered in Rome, Italy. She was responsible for the relationship between IFAD and its member states, as well as the management and the operation of governance matters of IFAD's supervisory organs.
