There has been extensive discussion about why the draft was rejected, but no consensus has been reached. Various explanations suggest that the electorate perceived the proposed text as too radical, were concerned about the confrontational nature of the Convention’s members, lacked clarity on the process and content, and saw the members’ inability—many of whom were independents—to reach widely acceptable agreements. Additionally, shortcomings in the Convention’s procedures, such as time management, encouraging meaningful public input, and harmonizing the text throughout the process, were also points of concern.

Featuring Visiting Fellow Gonzalo Candia, this lecture series will offer first-hand insights into the process and seeks to address the question of why it failed.
