István Stumpf is a lawyer, sociologist, and university professor. He was the minister in charge of the Prime Minister's Office in the first Orbán government between 1998-2002 and a constitutional judge between 2010-2019. In 2021 he became the government commissioner responsible for the coordination of  the higher education model, and chairman of the board of trustees of the Tokaj-Hegyalja University Foundation. His research areas include social movements and political parties, nomenclature, political elites, political socialization and examining voter behavior, constitutionalism, public administration and government policies, theories of constitutionalism and the state, fundamental rights and constitutional identity.
