Full Professor and Head of Administrative Law at the Faculty of Law at University of Zagreb. He is regarded as a leading authority in Croatian administrative law. As the author of several hundred legal publications, he possesses extensive professional and public experience. In December 2023, the Croatian Parliament elected him to the Constitutional Court and he was subsequently elected as the Court's President. His main field of reasearch is administrative procedure and dispute resolution, the role of regulatory agencies, issues concerning state-religious community relations, as well as expropriation and other public law mechanisms for property deprivation.
